Roles
What users, moderators and root can do.

The three roles
- user: everyone. Browses and installs items, and proposes new items and changes.
- moderator: trusted reviewers. Review, approve and release submissions, and look after versions.
- root: the instance's owners. The first is created by the setup, and any root can make others root. Everything a moderator does, plus users, scopes, the audit log and the instance's settings. Roots create every account: nobody signs up.
